Philippine Passport Renewal in China (OFW/ Minors)

Online appointment is needed to renew passports. Do it early, there are limited time slots per day and you may need to buffer days, weeks, or months depending on availability. https://www.passport.gov.ph/
If you're in a rush, or if the online system has a bug that won't let you complete the process, the contact details of your nearest DFA passport processing branch is in that same link. (Select the country and the branch. You may need to refresh several times or change browsers. The site has bugs.)
If you're in Shanghai, go to https://www.philcham.org/philippine-consulate for inquiries, booking issues, and for details such as DRESS CODE. (As of 2025 August, PCG Shanghai processing time is from 9:30-16:00H Mondays to Fridays, excluding holidays of both the Philippines and of China. Mind your shoes and clothes.)
Bring CASH. Ideally bring exact change. Epayments not yet accepted as of 2025 August.
Bring PHOTOCOPIES. There may be no photocopy service in the building.
You can renew passports within one (1) year of expiry, ideally within 6 months. It takes at least a month to process the passport.

Core Requirements for Passport Renewal for Minors below 18 years old:
Original Application Form, signed by either parent or by authorized adult companion
Personal appearance of Both the child and either parent/or authorized adult companion. Biometrics and ID photo will be taken on premise, wear appropriate clothing.
Child Current original passport + 1 photocopy of the PASSPORT DATA page & latest China VISA page
PSA* ORIGINAL Birth Certificate authenticated by DFA**+ 1 photocopy
(Original Local Civil Registrar Copy may be required if PSA Birth Certificate is not clear or cannot be read.)
PSA* ORIGINAL Marriage Certificate authenticated by DFA + 1 photocopy. This is required if only one parent is accompanying the child.
BOTH Parents' passports + photocopy/ or authorized adult companion
School ID (if applicable)
*PSA- Philippine Statistics Authority, formerly NSO
**DFA- Department of Foreign Affairs, either in the Philippines or PH Embassy/Consulate
If the parents are unmarried, the mother should accompany the child in the passport application. If the mom is not accompanying the child, an original notarized and authenticated Affidavit of Support and/or Consent executed by the mother will be required.
Note: The Consulate General reserves the right to require additional documents deemed necessary to help establish the identity of the applicant.

If applicant is not accompanied by the parent/s during the application process:
Applicant must submit the following documents:
Original notarized and authenticated Special Power of Attorney and Affidavit of Support and/or Consent executed by the parents designating the minor’s companion to assist in the application process; and
Passport of the authorized adult companion
If applicant has discrepancy in data or lacking data in Birth Certificate or Report of Birth:
The applicant must submit original Birth Certificate or Report of Birth issued by the Philippine Statistics Authority (PSA) and authenticated by the Department of Foreign Affairs (DFA) reflecting the corrected entry
If applicant is a Dual Citizen:
Applicant must submit the following documents:
Original Birth Certificate or Report of Birth issued by the Philippine Statistics Authority (PSA) and authenticated by the Department of Foreign Affairs (DFA);
Original Passport of country of second citizenship; and/or
Original Identification Certificate issued by the Philippine Foreign Service Post (FSP) or the Bureau of Immigration (BI) authenticated by the Department of Foreign Affairs (DFA)
If applicant is a Naturalized Filipino Citizen:
Applicant must submit original Identification Certificate of Naturalization from BI authenticated by the Department of Foreign Affairs (DFA)
